This video explains a solid way to rot a tree stump.

Most people recommend Epsom salt for this purpose. Epsom salt has the ability to draw moisture out of the surrounding area, and in the case of a tree stump, can work at rotting it at its core. However, this method can take a long time. This video says that the only real way to rot a tree stop is by using fungi or compost. This can still take quite a bit of time, but it is natural and affordable. Add garden compost on top, burying the stump in a pile of compost. Alternately, use organic mulch, such as shredded bark, to cover the stump. Water to moisten the organic additives. As the bacteria and fungi feed, they’ll reduce the size of the pile. You do not want to go and try any chemical you can on your tree stump and expect good results.
